The UK government confirmed in Tax Update 2026 that Peppol will be the core interoperability network for the country’s planned e-invoicing regime. Mandatory e-invoicing is due from April 2029 for VAT invoices used in business-to-business and business-to-government transactions. The implementation roadmap and standards are expected at the Budget on 28 October 2026.
For SMEs, the sensible task in 2026 is preparation rather than immediate procurement. Check whether your accounting software can connect to Peppol and improve the customer and supplier records that structured invoices will rely on.
Peppol is a framework for securely exchanging structured business documents between different systems. It commonly uses a four-corner model: the supplier sends an invoice through its service provider, and the buyer receives it through another provider connected to the network.
The announcement does not settle every part of the UK system. The final data standard, validation rules, treatment of legacy EDI systems, provider requirements, exemptions, enforcement and any phasing remain to be confirmed. It also does not confirm that invoices will be reported to HMRC in real time or cleared before reaching the buyer. OpenPeppol’s own note on the announcement presents Peppol as an early indication of the technical foundations.
The new regime will sit alongside, rather than replace, Making Tax Digital for UK and Irish businesses.

Revenue’s implementation plan for eInvoicing in Ireland should be reviewed by businesses with Irish entities or EU trading flows. SCC provides cross border accounting and tax advice where transactions span both regimes.
Audit legal names, addresses, VAT numbers, payment terms and duplicate customer or supplier records. A PDF sent by email is not a structured e-invoice because its data is not automatically exchanged between accounting systems.
Ask your software provider whether it is a Peppol access point or works with one. Map which legal entity raises each invoice and where the customer belongs. Check whether major customers already receive Peppol invoices, particularly NHS Supply Chain and relevant public-sector buyers. VAT-registered sole traders should also prepare where they issue VAT invoices within the eventual scope.
This groundwork supports switching to cloud accounting, stronger management accounts as an SME owner and better control of late payment and SME cash flow pressure.
Do not assume that HMRC will receive every invoice in real time. That remains a design question, although the wider AI and compliance transformation roadmap shows that tax administration is becoming more data-led. Existing MTD duties continue, including the considerations covered in Making Tax Digital for cross border UK and Ireland businesses.
Reliable invoice data supports other areas, from cross border payroll between UK and Irish operations to early action on business recovery and restructuring. Persistent inconsistencies may also warrant a forensic accounting investigation.
